According to the notice, provincial specialty new SMEs may apply for the fifth batch of specialized, differential, refined and innovational "little giant" enterprises, the second batch of specialized, differential, refined and innovational "small giant" enterprises to submit a review application, the relevant applications are not charged any fee. The audit adheres to fairness and impartiality, draws experts randomly, does not entrust any institutions with training, and does not require or recommend supplementary applications through any intermediaries. Organizations simply fill in truthfully and provide information.
What are the declaration requirements? The notice clarifies that the applicant enterprise must meet the relevant criteria for the identification of specially developed "small giant" enterprises in the "Interim Measures for the Administration of Gradient Cultivation of High-Quality Small and Medium-sized Enterprises" (hereinafter referred to as the "Measures"). According to the "Measures," the identification criteria for specialized, differential, refined and innovational "little giant" enterprises revolve around the six aspects of "specialization, specialization, specialty, novelty, chain and product," respectively, put forward quantitative and qualitative indexes, and the identified enterprises need to meet all the requirements of the indexes.

They have outstanding innovation ability, mastery of core technology, high market segment, high quality and efficiency, and are the core force and vanguard of high quality small and medium enterprises.
It is worth mentioning that, for enterprises that have become individual champion demonstration enterprises or individual champion products of the Ministry of Industry and Information Technology, it is no longer recommended to apply for the fifth batch of specialized, differential, refined and innovational "little giant" enterprises; It is not recommended for enterprises that have a holding relationship with the specialized, differential, refined and innovational "little giant" enterprises identified by the Ministry of Industry and Information Technology, as well as enterprises that produce similar dominant products within the same group.
The notice also mentioned that the provincial SME authorities should carry out their responsibilities effectively and strictly, and that the recommended enterprises would be notified if they clearly did not meet the standards of the Measures.
Regarding the fifth batch of specialized, differential, refined and innovational "little giant" enterprise recommendation review, the provincial department in charge of small and medium-sized enterprises is responsible for organizing the initial review and recommendation work, and selecting qualified enterprises to complete the "fifth batch of specialized, differential, refined and innovational " small giant "enterprise application form," after the preliminary review verification, put forward the recommendation. The Ministry of Industry and Information Technology organizes experts to review and spot-check the recommended materials reported in various localities and to publicize the list of the fifth batch of specialized, differential, refined and innovational "little giants" enterprises to be identified based on the results of the review.
Regarding the second batch of specialized, differential, refined and innovational "little giant" enterprise recommendation review, the provincial SME competent department organized the enterprise to fill out the application for review and put forward the request for review materials in light of the actual work. Through the combination of on-site research and materials review, the recommendations are put forward after one-by-one review and verification according to the standard of "little giant" enterprise identification. The Ministry of Industry and Information Technology will organize experts to conduct audits and spot inspections of recommended enterprises in accordance with the standards required by the Measures, and to publicize the second batch of specialized, differential, refined and innovational "little giant" enterprises to be approved based on the results of the reviews.
With regard to the reporting and recommendation modalities, the notice mentioned that the application and review of specialized, differential, refined and innovational "Little Giant" enterprises took the form of a combination of online and offline reporting, and that online and offline data should be consistent. Through the gradient cultivation platform for high-quality SMEs (zjtx.miit.gov.cn), enterprises make unified declarations and upload them from March 15 to April 10, 2023 according to the declaration materials specified in the notice.
"We will refine our measures, focus on fostering specialized new enterprises, and support qualified enterprises to declare specialized new 'little giant' enterprises." The relevant person in charge of the Municipal Economic and Information Bureau said, in recent years, our city has vigorously implemented the action plan for the gradient training of key industrial enterprises. A series of pragmatic initiatives have been taken to promote the cultivation of small and medium-sized enterprises (SMEs), especially those specialized, differential, refined and innovational "little giants." In 2022, the city added 12 new "little giant" enterprises at the national level, reaching 35 households in total; Seventy-nine new enterprises specializing in specialization at the provincial level have been added, bringing the total number to 270.
